Access and terms
The archive publishes old forecast and market records as they were received, with the people who made them and the people who kept them named on each one. This page says who runs it, how its records are reached and reused, how their integrity and persistence are kept, how a record is offered, and what happens when someone objects to a file.
Who runs the archive
The archive is published by OmniOS OÜ, a private limited company (osaühing) in Tallinn, Estonia, entered in the Estonian e-Business Register under the registry code 17591703. The company publishes its research as Vultax Research, and the archive is a series of that work.
Questions about a record, a file or this page go to [email protected]. The company's full details, including its registered address, are on the legal notice.
Access
Every record and every file in it is public. The files are served over HTTPS from this site. There is no account to open, nothing to pay, and no record kept of who downloads what.
A record page lists every file as received, with its size, its format where known, the period it covers and its checksum, and each file is a direct download. The reading edition beside the record is one file that anyone can download and keep.
Reuse
A record holds two kinds of material, and they carry different terms.
The work Vultax adds to a record is published under the Creative Commons Attribution 4.0 licence, CC BY 4.0: the reading edition, the documentation Vultax wrote, the record page, and the metadata files kept with the record, which are the manifest, the sums files, the citation files and the data package description. Reuse them for any purpose, with credit to Vultax Research and a link to the record.
The files received from a keeper are reused under the terms stated on their record page. Those terms come from the keeper's written permission or from the terms the keeper had already published, and the record page states them as given. Where no written licence accompanies the files, the record page says so and says what the keeper allowed.
Cite the record and the people who made it as the record page says. Each record carries a cite-as line, a CITATION.cff file and a BibTeX entry, and names the makers and the keeper.
Integrity
Every file is published byte for byte as received. Its SHA-256 and MD5 checksums are on the record page and in the sums files kept with the record, so a download can be checked against the record with one command.
If a file, checksum or statement on a record ever changes, the change is dated in the record's change log. No correction changes the bytes of a published file silently: what changed, when and why is written in the log, and the earlier checksum stays there, so that an earlier download or citation can still be identified.
Persistence
Each record is deposited on Zenodo, the open repository operated by CERN, under the Vultax Research community there, and receives a DOI through that deposit. The DOI is the identifier to cite: it resolves to the deposit whether or not this site is where the record is read.
The files of each record are kept in two places: on this site, under the record page, and in the record's Zenodo deposit. Record pages stay at their addresses, and a record that has to move leaves a redirect behind.
If the archive closes, the records and their metadata are left on Zenodo, which keeps a deposit whether or not the depositor is still there, and the records are offered to the keepers and makers named on them, so that each can also be held by the people it came from.
Deposit
Keepers of records, venues, forecasters and researchers may offer a record by email to [email protected]: a forecasting service that is closing, a market that has shut, a dataset that lives on one person's disk.
A record is taken in only when three things hold. The owner of the record gives written permission to publish it, and the record page states that permission. The record holds no personal data; the people named on a record are its makers and keepers, credited as the authors of a paper are. And the record comes with its documentation: what the fields mean, how the forecasts were made and when, and who made and kept them.
Vultax checks the files against what the keeper sent and hashes each one; nothing is converted, rescaled or filled in. The record page names the makers and the keeper and states the rights as the owner stated them. The curation policy of the Vultax Research community on Zenodo applies to every deposit.
Takedown
A person or body that holds rights in a file and objects to its publication writes to [email protected], naming the file and the right. The file is withheld while the claim is checked, and the record page says that it is withheld.
When the check is done, the record page records the outcome: the file is restored, or it stays withdrawn, and the change log says which and when. The checksum of a withdrawn file stays in the record, so that an earlier citation still identifies what was there.
The site's terms
The site's terms of service and privacy notice apply to the archive pages as to the rest of the site. For the files of a record, the terms stated on its record page are the ones that apply.
