How to check an Estonian gambling licence against the public record

Check the legal entity and the permission for the specific activity. A brand name, company registration or licence in another country does not answer whether the named domain and gambling activity are covered in Estonia.

Distinguish the activity licence from the operating permit

EMTA's permit guidance distinguishes an activity licence, which allows an operator to apply for operating permits, from the permit covering the gambling operation. Requirements differ by category, with exceptions such as lotteries; do not reduce every case to one universal licence check.

For a routine remote-operator check, record both permissions where required and verify the activity actually in scope. EMTA also states that a licence obtained in another EEA country does not itself grant the right to offer gambling in Estonia.

Follow the official listing through to the permit

Begin at EMTA's list of legal gambling operators, choose the correct gambling subtype, and match the exact legal entity, brand and domain. The page links to the Register of Economic Activities, MTR, where EMTA says operating permits are registered.

Open the linked entity record and inspect the relevant permission, dates, status and conditions. Save the record URL and your observation time. An entity page is an entry point to evidence; its existence alone does not verify every product, brand or URL associated with the business.

  • Record the legal name and registry identifier from the relevant official record; do not rely only on the logo or trading name.
  • Identify the gambling subtype and whether the check concerns a remote service or a physical location.
  • Compare the exact domain with the listing and permit scope. A similar hostname is not an automatic match.
  • Read the current status, validity dates and any conditions on the actual permission.
  • Keep a dated evidence copy where permitted. Mark inaccessible, missing or ambiguous fields as unresolved.

Worked check: follow the listing to an individual permit

EMTA’s Games of chance online list included StayCool OÜ, the Coolbet brand and www.coolbet.com at our 30 October 2026 check. On 31 October we followed its MTR entity link to registry code 12814989 and opened the individual operating-permit record HKL000528. This is a dated public-record demonstration, not an endorsement or a legal due-diligence opinion.

The MTR record for HKL000528 shows a validity start of 1 April 2026, an end of 1 April 2031 and the Tax and Customs Board as issuer. Its gambling-activity tab lists Õnnemäng (games of chance), references activity licence HKT000027 and names www.coolbet.com. The entity’s unarchived permit table marked the record valid at the check.

These fields establish what the displayed record said at that cutoff. They do not certify every brand product, cross-border offer or later change. Read the actual decision and any conditions for a consequential use. In particular, a games-of-chance example does not by itself establish the permission for sports toto.

Treat a missing match as a research question

A failed name search can reflect spelling, an alias, a changed legal entity, the wrong category or an incomplete lookup. Keep the exact terms and sources checked. A record that could not be found is a different observation from an authority decision that an operation is unlawful.

EMTA maintains a separate blocked gambling websites page. Read its scope and date independently. Absence from a block list should not be treated as a positive licence certificate, and one listed domain does not answer the status of every related domain.

Write a lookup receipt a colleague can repeat

The free worksheet below records the question, entity, category, domain, source links, permission identifiers, validity, observation time and unresolved fields. It is deliberately a worksheet rather than an undated badge saying 'licensed'. A later change to the entity or domain should trigger a new check.

For a commercial decision, add the documents supplied by the counterparty, reconcile differences with official records and take unresolved legal questions to qualified local counsel or the responsible authority. A Vultax country brief can assemble and check the source trail; it does not grant a licence or certify compliance.

The Finland transition guide uses a separate timeline. Keep jurisdiction, product and evidence date attached whenever the two markets are compared.

Questions this guide answers

Does an Estonian company registration prove a gambling operation is licensed?
No. Match the entity to the relevant gambling permissions and the actual activity or location. EMTA distinguishes an activity licence from the operating permit; the applicable requirements depend on the category.
Can a licence from another EEA country replace an Estonian gambling permission?
EMTA states that an activity licence from another EEA country does not itself give the right to offer gambling in Estonia. Check the Estonian requirements for the actual product and operation.
