The register
Gibraltar's Gambling Division publishes a register of authorised prediction-market operators, kept under regulation 10 of the Prediction Market Regulations 2026. On 21 October 2026 it listed two: Predict Street Limited, with authorisation PMA01, and Wire Alternative Markets Limited, with PMA02.
Predict Street was licensed in March 2026 as a betting intermediary under the older Gambling Act, iGaming Business reported, before the prediction-market regulations existed. The register gives no dates for either authorisation.
What the regulations do
The Prediction Market Regulations 2026, LN.2026/176, came into operation on 13 July 2026. A person who holds a prediction-market authorisation and is entered on the register is exempt from the general prohibition in section 26 of the Gambling Act 2025, for as long as it complies with the regulations. Entry on the register is a condition of that exemption.
That makes Gibraltar the one European jurisdiction in Vultax's record with an authorisation written for prediction markets. Malta's regulator says some products may fit existing betting licences; Ireland requires a betting intermediary licence; most other countries in the Europe tracker treat the platforms as unlicensed gambling.
An authorised operator must also keep a substantive presence in Gibraltar, as the authority considers necessary for effective supervision, and may not outsource a material function unless the authority is satisfied that supervision and market integrity will not suffer.
What it costs
The Prediction Market (Fees and Duties) Regulations 2026, LN.2026/316, in operation from 13 August 2026, set the charges.
| Charge | Amount |
|---|---|
| Application fee for a prediction market authorisation | 30,000 pounds |
| Annual fee for a prediction market authorisation | 100,000 pounds |
| General prediction market duty | 0.15% of commission charged |
Stablecoins are allowed in so many words
Regulation 22 deals with crypto payments directly: "Nothing in these Regulations is to be taken to prevent the use by an authorised operator of digital asset payments, including stablecoins", for funding accounts, collateral, settlement and withdrawals.
It adds that using a digital asset payment does not by itself change the legal character of a prediction-market contract, or make the operator or a participant carry on any regulated activity other than prediction-market activity.
What the register does not show
The register does not say which markets the two operators run, where their customers are, or whether either serves people in the United Kingdom or the European Union, where Gibraltar authorisation is not a licence. Neither operator is Polymarket or Kalshi.
