What Latvia's tax authority told Vultax

Latvia blocks access to polymarket.com but does not block payments to the company that runs it. The State Revenue Service, VID, wrote in reply to questions from Vultax on 12 October 2026: "Adventure One QSS, Inc., the operator associated with Polymarket, is not subject to payment blocking measures in Latvia."

The website has been blocked since a decision of the Lotteries and Gambling Supervisory Inspection on 25 November 2024, after which polymarket.com was added to the list of blocked gambling websites, VID said. The answer clarifies a block that is almost two years old; it is not a new measure.

The gambling supervisor has not asked Polymarket to restrict or block access for users in Latvia, and no such request has been issued to the operator, VID said. It also wrote that "the decision regarding the blocking of polymarket.com has not been appealed and no appeal proceedings have been initiated in relation to that decision." Vultax has not checked Latvian court records.

Two lists: websites and payments

VID publishes two separate files. One lists the websites that Latvian internet providers must block. The other lists the companies that credit and payment institutions may not work with. Vultax downloaded both on 17 October 2026 and again on 19 October.

polymarket.com and www.polymarket.com are on the domain list, and so are kalshi.com and www.kalshi.com. The payment list names KalshiEX LLC and Kalshi Klear LLC, both under decision No. 3985-Blok of 22 December 2025. Adventure One QSS is not on it.

The domain list holds 4,301 names, each listed with and without www. The payment list has 597 entries, from decisions between 1 August 2014 and 28 July 2026. Most are companies registered in Curaçao, Malta and Cyprus. KalshiEX LLC and Kalshi Klear LLC are the only two registered in the United States.

Kalshi has a separate record

VID's statements on payments, contact with the operator and appeals concern Polymarket. They cannot be carried over to Kalshi, whose entries on both lists are separate. Whether Kalshi has challenged its decision, or whether the supervisor has contacted it, the reply does not say.

Polymarket's own list does not name Latvia

Polymarket publishes the jurisdictions where it blocks new orders or allows only the closing of positions. Latvia was not among them when Vultax checked the page on 19 October 2026, which fits VID's statement that no one has asked the operator to restrict Latvian users. Latvia's block works through internet providers. Vultax has not tested access from Latvian networks.

No payment block is not a licence

VID's blocking page states that a person may not take part in interactive gambling organised in Latvia without a Latvian licence. The absence of a payment block on Adventure One QSS does not show that Polymarket holds a Latvian licence or that taking part is permitted.

Vultax has not deposited money or traded from Latvia. This report records the official lists and the authority's written answers, with the Kalshi questions left open.
